Dunnell man faces drug counts

FAIRMONT — A Dunnell man is facing felony charges in Martin County.

Justin Thomas Keodouangdy, 40, has been charged with drug possession in the first degree, which carries a maximum charge of 40 years in prison and a $1 million fine.

He is also charged with drug possession in the second degree, which carries a maximum penalty of 40 years in prison and a $500,000 fine.

According to the complaint:

At 6:51 a.m. Aug. 18, a Martin County Sheriff’s deputy executed a garbage pull at a residence in the 200 block of North Seeley Avenue in Dunnell pursuant to information he had received regarding suspicious activity at that location. The deputy discovered three baggies containing a residue that tested positive for meth. There was also a glass object that appeared to be drug paraphernalia and mail belonging to Keodouangdy. The deputy was aware from his investigation that Keodouangdy lived at the residence and had a substantial criminal history involving controlled substance crime convictions.

On Aug. 21, the deputy applied for and was granted a search warrant for the residence. Martin County deputies executed the search warrant, and Keodouangdy was discovered in the upstairs bathroom and detained.

In the back porch, deputies discovered a credit card containing a white residue, a cell phone with the battery removed, a baggie containing white residue and a broken glass pipe containing white residue. Other items found in the residence included drug paraphernalia, scales, $450 cash, multiple cell phones, a computer, a computer chip and receiver for a security system, more white residue and several baggies containing a white crystal substance.

The substance in the baggies later tested positive for meth, and the amount in the baggies was consistent with amounts packaged for sale.

The total weight of the meth discovered in the residence was 37.90 grams without packaging. From the deputy’s training and experience in investigating narcotics cases, he is aware that possession of this amount of meth, a large amount of cash, more than 20 cell phones, multiple scales and a security system is consistent with possession with intent to sell meth.

Keodouangdy has a prior conviction for a first-degree controlled substance crime in 2016 for possessing more than 25 grams of meth.
