CEYLON -- The Ceylon City Council spent considerable time discussing a rental ordinance at its meeting this week.
An inspector, John Borchardt, told the council about his work and answered questions. His inspections are mostly for safety issues, and landlords are given the checklist he uses.
His inspections take up to one hour and cost the landlord $45. Borchardt usually is contacted by landlords, and they have 14 days to repair issues in a house.
If there is a major repair to be done, the landlord and tenant negotiate. If repairs are not done, the landlord can be cited and fined. Major repairs are viewed by another inspector who can certify that a house is habitable or not.
Several sites in Ceylon were mentioned when discussion continued about houses that are not up to par. The council asked the city clerk to call the sheriff about these properties.
Turning to other business, the council discussed reported vandalism, stealing of gas and violation of the 10 p.m. curfew for those under 18 years old. This is a misdemeanor and parents can be fined. The city will post reminders for parents, and ask that if someone sees something they should say something.
A suggestion was made to take pictures of violations and report them to the sheriff. Councilman John Gibeau will try to let citizens email him pictures and he will take them to the sheriff. Citizens can check the city website for ordinances and the email address at www.cityofceylon.com
In another matter, the Ceylon Festival Committee reported on the upcoming festival on Aug. 26. They are pleased with the support they have from local businesses and volunteers, and also out-of-town support for the 3 p.m. parade, vendors and silent auction.
The committee plans to have a festival next year in June.
The council agreed to give the group $300 toward the port-a-potty rental.
In other action, the council:
o Heard a request from Gibeau, who asked if Railroad Street can be renamed Walter S. Mondale Avenue, since the former vice president was born in Ceylon and the park is named for him. Mondale's birthday is Jan. 5. After discussion, about possible problems and expenses, the council voted 3-1 to rename the street.
o Agreed that Fred Schmidtke could block off South Center Street for a street dance on Sept. 16 and a benefit Sept. 24.
o Approved a liquor license to Legends 2 for 2018, with a discount because of all the community service Legends 2 has done with volunteering and building use.
o Tabled discussion about the park bathrooms being unlocked. Vandalism is given as the reason they are locked.
o Heard a report from the city clerk, who said the water tower inspection revealed that several cleaning and safety repairs need to be done.
o Heard a report from the City Works department, which noted that the old fire truck needs some radiator repair and that some playground equipment in Fairmont being considered for acquisition has been deemed too old and in disrepair.
o Learned that Jim Plumhoff was again chosen as Class D wastewater operator of the year.
