WELCOME-- The Welcome City Council met on Tuesday evening and discussed the Aug. 24 meeting with Fox Lake Area Sports Complex.
Those who attended felt the meeting was successful. The jobs were getting done well and on time. There was good communication on both sides and the list of job description for the field attendant and the list of work that needed to be done were reviewed.
Requests for more dragging of the field if possible, lime and dirt removal by the city after the field has been edged and spraying for weeds was acknowledged and the city employees will do that. Lime purchase and repair of benches boards was slated for later.
The council asked if there could be a job day at the ball field when the high school has a MCW Give Back Day.
In other business, the planning team from Bolton and Menk was represented by Mojra Hauenstein, who reported on what the team does and how they could help the council update codes and permits and policies. They work with the Economic Development Association and can help with funding sources. Some of the concerns mentioned by Hauenstein were: codes for cannabis, manufactured housing permits like housing permits, solar panels codes and permits, storage container codes and permits, variances codes and using the opportunity to correct phase, set backs enforcement and explanations, wording updates in permits and codes and updating zoning maps and using user friendly graphs and pictures to help residents understand the verbage.
The council remarked that the new GIS networking should be used for some of the maps and permits and codes. Bolton and Menk would take about six months to update all codes and ordinances and it would cost about $4,500. The Clerk, Jodi Hemann, remarked that the building permits needed to be user friendly and the process easier and clearer. Hauenstein suggested a workshop for clerks and council members. The updating of codes and ordinances books would help the council control and protect the residents and city. The matter will be discussed further.
In other news:
-- The council reviewed and approved of the bills over $1,000 which included $63,000 for a 4X4 crew cab brush truck for the fire department. The fire department made a payment of $37,000 toward the truck.
-- A lease payment to John Deere of $3,800 was approved and $8785+ was approved for Rosburg Construction for removing trees from 510 N. Dugan property. Also $13,714 was approved for Rosburg to excavate the broken old sewer tile and repair new sewer tile that broke the old tile on Dugan and 1st st. Rosburg also received $6,000 for demolishing the house at 307 Weaver St.
-- The city employee was asked about the time line for the pickleball court and he reported that the fences were to be done soon and the painting was planned for this fall.
-- The council approved a gambling Raffle permit for the Fox Lake Association.
-- Hoop Street and Fifth Street drainage situation was discussed and the update was that the trees were removed by the creek.
-- The Budget was part of the discussion at the closed session following the meeting.
The next meeting of the Welcome City Council is scheduled for 6 p.m. on Sept. 15 at City Hall.
