Ceylon City Council talks bridge repairs

CEYLON — At the Ceylon City Council meeting on Tuesday, County Engineer Kevin Peyman discussed the resolution that named County Road 8 as in the city limits of Ceylon. The council approved the resolution. Peyman explained that this would help with funds for the road. Discussions about the bridge repairs this summer and fall were held, as the bridge on County Road 8 is one to be repaired. A question came up about how many bridges were to be repaired and if it would affect the farmers. Peyman said he would check about the bridge in Iowa. The official detour road would be County 22 for the County 8 repair.

Ben Rosol from Bolton and Menk brought forms about the application for grants for the small city development project in Ceylon. The council approved signing them.

To comply with the citizen participation plan, a public hearing about the project was scheduled for 6 p.m. on March 10 at City Hall prior to the next city council meeting.

The Federated Rural Electric Association representative, Troy Rasmussen, discussed the building of a shed on city property. The council and Rasmussen discussed the fact that a shed to protect the electrical upgrade from water, which almost got to that electrical hub with high water levels, was needed. The council said that they needed a building permit and did not think there was one. The maintenance issue was discussed. The city and FREA will meet again to discuss what action should be taken. Purchase of the land was mentioned. Rasmussen said it was part of the small city grant for internet and broadband supply. The council mentioned cement trucks making deep ruts. The issues will be discussed at another meeting. Rasmussen described the broadband level as almost to Highway 15 and by Dunnell and north to Welcome and Sherburn. They have hubs in Wilbert, Welcome and Dunnell besides Ceylon.

The meeting continued with reports from the clerk that the audit is ready. The council had approved a contract with Clayton-Larson-Allen auditors. They signed the contract at the meeting. They approved Custom Electric LLC as the City Electrician and also signed that contract at the meeting.

In other business:

— The public works employees requested that the cement works downtown include a cement apron by the city hall to help with mud issues. The council approved getting quotes to include both projects.

— The Fire Association received a keep filling the tank order so they will be able to heat the fire station without gaps. They discussed a filter to help firefighters when coming into a gas/carbon dioxide issue at a fire. The old REO fire truck is 100 years old. It is running and the firefighters may have a picture.

— A work session for the council will be on March 1. A quarterly meeting with the public will be in March.

— The mayor thanked the council and the public works employees for doing extra duty while she was indisposed with health issues.

The Ceylon City Council’s next meeting will be on March 10 at Ceylon City Hall, with the public hearing at 6 p.m.
