Welcome City Council hears project updates
WELCOME — The Welcome City Council met last Tuesday evening. Council Member Stauter gave the Park Committee report. Progress has been made on borders, animal swings, parent-child swing, pictures in the shelter house and trees planted. She brought up the possibility of having businesses sponsor a hole for the frisbee golf and have a plaque on it. That way, the frisbee golf would be paid for by sponsors. Each hole would cost about $100 for the stand and net. They hope to install nine holes. Perhaps the city could sponsor one hole. A concern about getting sponsors and the maintenance for the stands/holes was voiced.
The matter was tabled until more information can be given.
The sign for the Legion Park (across the street from the City Hall) was mentioned. They hope to have it soon. There may be an opportunity for sponsors to fit the picnic tables with umbrellas. The Park Committee plans to meet in October for a wrap-up meeting.
Penny Elvebak from Sunnyside Trailer Park and another representative were thanked for keeping their promise and paying off the water bill that had accrued due to a leak and other circumstances. They thanked the city for giving them a chance to pay the bill in increments. They reported that they will put up a four-by-four sign at the entrance to the park. It will be five feet off the ground and 12 feet off the road. They have quite a few good residents and have evicted an unruly one. They requested more lights in the north and south alleys and by the mailboxes. They will put in solar lights, but would like REA to put in at least two pole-type lights. They were quoted $75 for the light and a monthly cost of $7.
The council asked if they could bring in a written quote from REA. A concern about the neighbors was discussed, and the clerk will send letters asking about the lights and how they may affect the neighbors. The matter was tabled until further information could be obtained.
The council discussed what kind of background check the police chief should make concerning applications for the Ball Park Maintenance position. They decided on a basic check. The clerk reminded the council that the budget needs to be in to the state by September. The percentage amount can be lowered but not raised after submission. She will have a tentative budget at the next meeting.
Bolton and Menk Engineer Travis Winter reported that a part of the city street project, Mill Street’s sewer and water, is almost complete. The road will start soon. He hoped it would be ready by Labor Day, weather permitting. The large amount of rain slowed everything down. The next two weeks should be very busy. He hoped the water and sewer would be returned to Mill Street soon. There have been issues of collapsed tiles and mud-filled tiles. There have been questions about connections to houses (sewer or water).
In the public comments, a safety concern arose where Rosburg equipment is working. Another concern was the walnut trees on city property that should be removed. Perhaps the walnut wood could be saved. A concern about the trees on a property with a city utility easement by Weaver Street was discussed. The City Attorney will be contacted to see if that is a city concern, an ordinance violation, or what action should be taken. Any dead trees on private property are the responsibility of the property owner.
In other business:
— Chief of Police Trevor Yochim reported 28 ordinance violations between Welcome and Sherburn. Incidents reported were lower in July.
— A question about including the EDA minutes in a report to the council was discussed. That would be possible.
The Welcome City Council’s next meeting will be at 6 p.m. on Sept. 2 at the City Hall.
