WELCOME -- On Tuesday evening, the Welcome City Council heard from Bolton and Menk Engineer Travis Winter who reported the street project is progressing, especially on Mill Street. The council asked him to report the difference in using concrete or asphalt on the truck route on mill street by the Welcome Oil business. He explained that making it a nine ton street would use nine inches of concrete and six inches of gravel at a cost of $160,000 and putting in asphalt would use six inches of bituminous layer and 12 inches of gravel at a cost of $102,000. The asphalt would be sealcoated every five years and in 15 years should have an overlay treatment.
The concrete could be from a local company for $8 to $10 per foot and the asphalt would come from a Worthington or Mankato company for less. The ordinance in town provides for a six-ton street limit. The initial cost is more but comparing both treatments is about even. The council approved using asphalt for that street.
A discussion of the ordinance permitting chickens within city limits ran into the subject of ducks and other livestock permits. Livestock are not pets. The ordinance is under investigation by the Chief of Police and the City Attorney. To keep chickens a permit is required. The council tabled the discussion until the results of the investigation are known. There have been several complaints about the ducks in town.
A discussion about less notices when a water payment is late was also held. The council approved a door notice that requires a reply within two days and a notice that requires payment in seven to 10 days. If no payment is made, then water will be shut off and fees for returning water will be used. The trailer park’s promise of water payments for the regular payment plus payment for the unpaid account has been kept and the payments are being paid, reported Hemann.
In other business:
-- The council discussed the Hansen Keck Park spring animals that will be replaced. The price is slightly higher than anticipated since the first time they discussed replacing them. The cost is $386 a piece. The council approved ordering them. The Park Committee will meet at 6 p.m. on Aug. 11.
-- The garbage truck leaking stinking liquid has been reported to the company.
-- The automated external defibrillator (AED) near the City Hall entrance has been installed and the resource that installed it has asked for a few ideas for locations for a directional sign to locate the AED. The council suggested a few locations in town.
-- The council went into closed session.
The Welcome City Council's next meeting will be 6 p.m. on Aug. 19, at City Hall.
