Sherburn City Council discusses policy updates

SHERBURN — The Sherburn City Council met on Monday evening. The clerk is updating policies, and the one she explained to the council on Monday was the Records Management Policy. She formed a policy based on nearby towns near the size of Sherburn and used some ideas she got at the Institute for City Clerks training. There will be a cost savings. A form should be filled in when any files are destroyed. The council approved the policy. She explained the many classes she took at the Institute’s training she went to this month. She thanked the council for helping her go to the training and said it was very helpful, especially the networking. She will try to get a grant to attend next year. Some of the policies and forms Sherburn uses are correct, and some need updates and changes. One policy that needs to change is the pay policy for City employees, and changes for the ambulance and fire department employees. She plans to meet with department heads soon.

Ballard also said the city website will need to change to be compliant with ADA so that everyone can understand and see clearly what is said on the site.

She reported on the progress of fixing the library roof and will work with the Public Works Department on that.

Deputy Clerk Sean Devenn reported on the water meter situation and said some residents have requested the two-meter system. He has given information almost daily about bills since the new computer system has been used.

The council asked some questions concerning bills presented in the consent agenda. The radio contract was one of the questions, and City Clerk Andrea Ballard will ask for a copy of the contract, which is done in July. They covered games of MCW, but are not needed by the City.

A request for donations to the Lions Club for a raffle during their golf tournament was denied, but a donation for the Summer Festival expenses was approved to be taken out of the charitable gambling fund.

The bathrooms at the main park were discussed with the council and police. The Public Works Department can open the bathroom, and the police have been locking it at night. There has been quite a bit of vandalism (uncleanliness and destruction of property), mostly at night. The Public Works Department employee checks every night. The South Park bathroom has been closed, and a port-o-potty has been placed there.

Welcome and Sherburn Police Chief Trevor Yochim reported to the council that some needed reminding that they should mow if the grass is six to seven inches high. He did a walk-around on the property that had a complaint at the last council meeting.

There were some things to work on by the end of summer, but there was evidence of significant cleanup so far, and the grass had been mowed.

Council reports asked about the reconciliation of financial items, and they are in the works. The budget will be reported soon, and it seems to be staying on line.

The water shut off higher than the sidewalk near 103 South Manyaska was discussed, as it may be a liability issue. The Public Works Department will try to help with that problem.

The next meeting of the Sherburn City Council will be at 5 p.m. on June 2 at City Hall.
