Ceylon council talks water issues

CEYLON — The Ceylon City Council met on Tuesday evening. Bolton and Menk Engineer Travis Winter helped the council discuss the water issues on Dresden Street.

He remarked that what likely happened many years ago, the drains went to the tile, and the solids went to the septic system. This means most houses have two lines, and there is a concern about which one is the problem. Where do the floor drains go, to the old pipe or the storm sewer? The connections must be brought up to code. Those homes with water problems, even though it has been dry so far this year, would be the ones to investigate with a Jetter Clean camera. The County Tile should also be televised. If the problem is at home, the homeowner will pay for the camera session. If the problem is in the city’s main pipes, the city would pay for the camera. The county would use a camera and ask if the city would pay for the excavation, which may cost up to $3,000. The county has televised the 10-inch tile (near the bus barn), and it was dry. They could do the eight-inch tile, but not smaller pipes. The council approved completing the camera sessions on the homes first and then checking the county tile. Homeowners will be notified and have a schedule for the camera sessions.

A discussion about the 110 Center Street property was held. The council approved sending a letter with the list of items that should be removed in 14 days. The City Attorney was contacted by the mayor. The council may remove items not removed by the owner. The items will be in storage for some time, and if nothing is done, they will be removed permanently by the city. The council made plans to help clean up the property. The council discussed the many vehicles parked without a license in the city. These will be removed from the property on Center Street First, a letter and removal to a storage place, and then permanent removal.

The council also discussed what to do with the Department of Transportation (DOT) settlement money. The council asked about the money being put in a certificate of deposit (CD) to earn interest. There is a limit on the dollars to the Jones investments, so it was decided to split the one CD and add the money from the DOT to one of the parts to make two CDs and thereby earn over four percent interest until the money is needed.

In other news:

— A resolution to raise the refuse cost effectively in the June billing was approved. The rate will be: 96 gallon .82; 64 gallon .70; 32 gallon .52; and recycling .34.

— The Sheriff’s sale of property with unpaid taxes was discussed. The law states that the city may own the property if it is to be used for the public. If the city owns, refurbishes, and sells it, it must pay the fair market value. The city-owned property would have to be demolished and maintained by the city.

— Reports concerning the Fire Association meeting, the cemetery funding for the 2026 budget, and the main street buildings to be demolished, foundation fixed, were discussed.

The next meeting of the Ceylon City Council will be at 6 p.m. on June 10 at the City Hall.
