Sherburn City Council talks policies and funds
SHERBURN — The Sherburn City Council met on Monday evening. Andrea Ballard compiled a job description for the deputy clerk position, and clerk position for the city from help with the League of Minnesota Cities and nearby towns samples.
The Director of Catastrophic Management would be the Fire Department, and the water breaks would be under the Public Works employees. The member of the EDA was yet to be determined at a personnel meeting, as was the back pay for the clerk and pay for the new position. There were 13 applicants for the deputy clerk position, which will be handled at the personnel committee meeting.
The audit will be reported at the end of October, and then the council needs to use it at the budgeting meetings. The Hydrant Flushing report/update included that some hydrants must be repaired or replaced. Some may be hard to open the Fire Department will get quotes as to replacement which may be around $8,000 a piece.
Mayor Roesler explained the need for flushing the lines, especially lines that have a dead end and may have sediment in them. The Grant for Park Improvement from Taylor Rual was awarded to the city. It is for $25,000 with a stipulation that the city pay 25 percent which would be $6,250. The installation would be by the company selling the equipment. The city will look into what should be ordered in the spring. The city has budgeted for the park improvement and was happy to be awarded the grant.
In other business, Police Chief, Trevor Yochim, reported on the police activities and the Police Commission meeting held lately. He reported that the Commission thanked Deb Hansen from Welcome for 17 years as Clerk, and her cooperation with the Police Department. There was a grant awarded for radios in the amount of $30,000, and the first radios to be replaced will be the individual officers’ radios and then the car radios. The coverage for Welcome and Sherburn has stayed at 24 hours a day for each town. The officers have at least five hours on call and more on weekends. They can spend 12 hours in the car. There is a need for a fourth officer, as three officers are spread too thin sometimes. They have applications for an officer available.
In other news, the council:
— Approved the payment of the General Obligation Housing Refunding Bond to Northland Trust Service for the Economic Development Housing of $180,188+, including interest added of 2.70 percent for the second addition to Temperance Lake Ridge. This bond was approved earlier.
— Approved the drug and alcohol policies, with updates and specified that each employee would receive a copy.
— Approved the leasing of a John Deere 170 h.p. tractor for a minimum of 100 hours from C&B from Jackson with the usual stipulations that a city employee operate it and that the liability insurance and other insurance is paid. The amount of the lease was approximately $6,000. This is similar to what they leased a tractor for last year. The tractor will be used for leaf vacuuming and snow removal.
— Approved assessments for unpaid municipal charges such as water bills and mowing charges not paid for some time to be sent to the County Assessor to be added to the property taxes for that property.
— Said the Gazebo is still for sale with the owner moving it.
— Heard from the Fire Department which reported a new billing company that may affect some bills. The Fire Department also was awarded a $40,000 grant from the same source as the police for radios.
— Went into a closed meeting to discuss personnel issues.
The next meeting of the Sherburn City Council is scheduled at 5 p.m. on Nov. 4 at City Hall.
