Council talks ordinance issues

CEYLON — The Ceylon City Council met on Tuesday evening and discussed the holes and dangerous situation at the old school property. The City feels the city equipment should not be used since the property is privately owned. The owner will be contacted and perhaps an emergency abatement notice will be needed. Four wheelers should not be operating on that property. The City has tried to fill in the dangerous holes. Residents should refrain from using the property.

The council also discussed the conditional use permits for those businesses that are operating in a non-conforming zone. They are in violation of ordinances and must get a permit annually. They will be sent an informational letter with the codes and what violation is a concern. They will have an opportunity to discuss it with the council and have an opportunity to clean up the concerning items and if denied they will have six months to apply again for a permit.

There was a letter sent to 35 residents about junk ordinance violations. The council is planning to check to see if the violations have been removed, cleaned up or left. It discussed changing the violation to a gross misdeameanor and will check with the city attorney. There are some elderly residents or others that cannot do the work of cleaning up. The council would like them to ask and explain that situation and the City will help if they get relatives or friends to help also. The resident must contact the council for help.

In other action:

— The council approved the vendor fees for the community day vendors at $50 payable at the city hall.

— The water tank was purchased that was by the fire hall.

— Clean Up Day in Ceylon is May 18.

— The Fire Association meeting was discussed and the financial report made by Councilman Oelke. There will be some fundraising needed for capitol expenditures for 2025 for equipment needed. The council asked about the capitol expenditure fund given each year by the City. That was tabled until the next meeting. The ambulance is on the Community Day sale.

— The council sent sympathies to the family of long-time Ceylon resident and business man (banker), Marlen Bents, who passed away recently.

The next meeting of the Ceylon City Council is scheduled for May 14, 2024.
