City continuing junk clean up letters
CEYLON — Ceylon City Council held a meeting Tuesday and approved continuing the junk clean-up letters sent to ordinance violators. So far, five letters have been sent with five more planned so far. The council agreed to divide the City into quarters and each council person would observe their respective quarter for junk on properties to be cleaned up and report back to the council. Perkins-southwest quarter, Oelke-southeast quarter,
Walter-northeast quarter and Morris-northwest quarter.
Continuing the meeting, the City employee reported some water and electric lines were damaged by the broadband installers who were digging 7 feet deep instead of 4 feet deep. They also discussed the damage to lawns from the installers and asked if REA was to pay for some of the damages.
There was a discussion of a resident’s complaint that the water bill and sewer bill both went up when the water was for lawn not sewer. The city employee and clerk explained that the software charges and does not know how the water was used. The rates in Ceylon are low compared to others.
Councilor Perkins asked about the $200,000 CD roll-over to six-month T bills with Edward and Jones before June 1. This needs a resolution and that will be taken up at a special meeting May 16 along with planning for a maintenance and replacement list for city property like equipment and office equipment.
Mowing was discussed and the city employee has found a mower to help. The council asked that the mowing not exceed six hours a week or 30 hours a month for the extra mower. The rented John Deere mower is working fine.
At the fire association meeting, Councilor Oelke reported that there was a request for 35,000 gallons of water to South Silver Lake camping for a pool. The cost is $10 per thousand gallons. The fire department is looking into getting a water tank. The EMS part of the fire department was given about $3,600 from the Ceylon Legion and Sons of the Legion who surrendered their charter this year.
In other news:
— The council approved the request from the non-profit group Helping Hands of Ceylon to apply for grants for equipment at the park and bathrooms and flower bed at the park. They will get estimates and then apply for grants. They need volunteers if anyone is interested.
— The council approved two building permits and discussed the road repair bids and approved the M&R Paving bid.
— The trailer in the impound/junk yard needs to be taken out and sold. Councilor Walter volunteered to get it taken out. The cost not to exceed $300.
The next scheduled monthly meeting of the Ceylon City Council is set for 6 p.m. June 13 at Ceylon City Hall.
