Ceylon goes over water problems

CEYLON– The Ceylon City Council met Tuesday evening and discussed the Lincoln Street water problem that the City had gone above board to help when a tax payer requested help. The water problem was rectified as the water amount is better for the residents. The residents have not fixed their part of the water pipes, which is from the shut off to the house. The City did replace some old lead pipes from the main to the shut off.

The council also discussed an old building permit and it was tabled until the January meeting at which time the owner may be asked to present his case at the meeting. The council transferred the fitness center funds to the General fund since the fitness center is not used anymore. The Beam Center will be moving out in January. A council member remarked that City property should not be rented by a City employee/councilman. The council discussed any lease or rental agreement for that building and asked that utilities, maintenance, suitability of the building for the renter’s purpose, insurance and liability should all be part of any lease or rental agreement with the city property. Leasers may be asked to return the building to its original shape if they leave. All agreed that a good agreement was needed for any renter.

The CDBG-CV large grant that Ceylon has applied for to put in optic LTD internet was discussed and the progress is on schedule as reported by the grant writer/organizer. The paperwork was approved and signed for plan 3 for the grant. The work should be done by 2024 and they hope it will be done when the digging for the new road is done and the lines could be placed with other lines. There has been an offer to sell the school property and make a city park with playground equipment. The council will investigate and tabled any discussion until the January meeting. The council discussed possible agendas for the planning meeting they have scheduled in January. One was funding for the new road, sidewalks and lighting for main street.
