Man allegedly stole vehicle

FAIRMONT — A Kellogg, Minnesota man is facing a felony charge in Martin County.

David Ray Collier, 31, has been charged with receipt and possession of stolen property, which carries a maximum penalty of 10 years in prison and a $20,000 fine.

According to the complaint:

At approximately 6:20 p.m. on November 24, 2020, Martin County Dispatch informed local law enforcement that a dark colored Toyota Rav4 had been reported stolen and was seen in Martin County. Fairmont Police were requested to monitor traffic on the north end of Fairmont near I-90 in anticipation that the vehicle may appear in that area.

At 6:37 p.m., an officer spotted the stolen vehicle as it was travelling southbound on Highway 15 into Fairmont. The officer caught up to the vehicle just north of the I-90 bridge, confirmed the license plate, and was joined by other officers as he tailed the vehicle.

When the vehicle reached the intersection of Highway 15 and Torgerson Drive, it turned eastbound onto Torgerson drive until it reached the dead-end cul-de-sac. As the vehicle began to make a u-turn, the officers activated their emergency lights and performed a traffic stop by boxing in the vehicle so it could not turn around.

The officers exited their vehicles with weapons drawn and directed the driver, later identified as Collier, to show his hands. Officers repeated the command but Collier refused to comply.

An officer then approached the driver’s side and tried to open the driver door, but it was locked. Concerned that Collier may have a weapon, or that he may attempt to flee in the vehicle, the officer used a baton to break in the driver’s door window. After the officer broke the window, Collier put his hands in the air as directed..

Other officers then assisted Collier out of the vehicle and placed him in handcuffs. As they searched Collier, officers discovered a number of items that had been in his coat pocket, including a Mexican passport and a Mexican consular ID card. Later inspection of the passport and ID card showed that each bore a distinct name, neither of which was Collier’s.

The vehicle was then towed to the city impound lot. A review of police reports from the Rochester Police Department indicated that the vehicle was reported stolen from a gas station in Rochester, Minnesota on November 22, 2020.

Fairmont police later contacted the Rochester Police Department, which was able to confirm the identity of the owner of both the vehicle and the passport. The Rochester Police Department was also able to confirm that Collier matched the description of the suspect who was seen on surveillance footage stealing the vehicle. A review of available information indicates that the fair market value of a similar make and model of the stolen vehicle is in excess of $5,000.
