CEYLON -- The Ceylon Community Day auction is currently still a go for July 25.
The City Council discussed the event this week, noting there is no auction event on city property. All vendors, auction and garage sales are on private property. The auction is not sponsored by the city. Auction equipment will only be at the former elevator site or former football field, not on the street by the park.
City officials have been told that the auctioneers will encourage social distancing, masks and safety.
Legends II will have fences and a tent, and plans to encourage social distancing.
The city will put out garbage cans to help with cleanup.
In other business, the council heard from a resident who asked about the rental ordinance adopted in 2018. The question: If a house is not inspected, can the owner be blocked from renting or selling? After discussion, the council asked that the city attorney be contacted to check on the ordinance's wording as well as legal responsibilities and liabilities. The city clerk will contact him.
In other news, the council:
o Learned that the Minnesota Department of Transportation will pay property owners with Main Street properties $500 to allow changes when the highway is improved in 2022. The council tabled approval until its meeting in August.
o Learned that the bill for clearing properties where two houses were demolished was higher than the estimate approved by the council. After discussion, the council approved payment of the higher bill.
o Adopted the Rural Service District ordinance that was discussed at prior meetings.
o Learned that Ceylon should receive a COVID-19 relief payment of $25,000. It has not been sent yet. The council discussed using the payment for protective overalls for EMT staff, a washer for turnout gear and overalls to protect firefighters from COVID-19 exposure.
o Learned the Lemke building will be demolished soon. The alley may need to be blocked for a time for the safety of residents.
o Learned that residents who have not complied with the cleanup ordinance will be contacted. They were given time to remove junk and now they must clean up their property.
o Learned the date for the next council meeting has been moved to 6 p.m. Aug. 18 because there will be a primary election on Aug. 11.
