Sherburn plans Swanson Drive project

SHERBURN — Sherburn City Council this week held a public hearing about assessments along Swanson Drive related to street improvements.

City administrator Brad Hughes explained that M.R. Paving & Excavating will replace the street to ensure that it is safe for delivery trucks, garbage trucks and snow removal. He said the asphalt will drain properly and be drivable soon after it is finished.

The work is planned for summer, possibly within a few weeks. Residents will be unable to drive on the street for about two weeks during construction.

Some curbs and gutters that have been destroyed will be replaced, but not all curbs and gutters. The snowplow has at times pulled off the surface of the street. Some curbs have been chipped and city officials say there may be cones or flags, similar to those at the water plant, that could be used to warn the plow of the proximity of the curbs.

Assessments of 30 percent of the project cost will be levied on the eight residents along Swanson Drive.

After questions from residents, the hearing was closed and the council meeting re-opened. The council authorized preparing assessments for the improvements.

Turning to another matter, the council recessed for the Economic Development Authority meeting.

Shannon Sweeney of David Drown Associates explained to the council and EDA members the reasoning behind the Temperance Lake Ridge expansion and the resolutions that need to be enacted.

City officials approved a public meeting for 5 p.m. June 24 at City Hall. They also approved preparation for a competitive sale of revenue bonds, to be done by Sweeney.

The EDA meeting was then closed and the council meeting re-opened.

Sweeney advised the council about resolutions to set a public hearing date for the issuance of Housing Development bonds by the EDA and a hearing about the proposed tax abatement. The council authorized Sweeney to prepare competitive sale of general obligation tax abatement bonds. The public hearings will coincide with the June 24 meeting date of the EDA since the hearings all concern the Temperance Lake Ridge expansion.

The ground breaking at Temperance Lake Ridge was postponed until after June 17, the date to be announced later.

In other news, Hughes reported that the water line at the city park broke prior to the Memorial Day event. It will be repaired before the Sherburn Festival weekend.

City employees are working to prepare for the festival. Officials offered a reminder to weed and mow the city park before the festival. Officials asked why the park was not mowed before the Memorial Day event. It was reported that city employees will mow, spray for dandelions and weed the park before the festival weekend.

Also, officials voiced suggestions about garbage containers near the park shelter during festival events and eliminating the large dumpster on the street.

Officials also say they have noticed appliances and furniture still on the curb. The city will cite owners who do not move tem as soon as possible.

In another business:

o Councilman Brad Ringnell and Hughes explained problems with the new street lights. They said the tops not made well, so the wind will move them and wear the supporting bolts. The council suggested they contact the manufacturer and request new tops.
