Joel D. Leon Torres, 40, of Jacksonsville, Fla. was convicted on a felony charge of first-degree driving while impaired-within 10 years of three or more prior qualified impaired riving incidents; fined $4,466.89, restitution $3,521.89, commit to Commissioner of Corrections 36 months, stayed five years, sentenced to jail 180 days, staggered sentence, complete alcohol monitoring for minimum of 30 consecutive days during each year of the probationary period in 10/2024, 10/2025, 10/2026 to begin immediately following jail term and in month of October for remaining probation term, five years supervised probation, contact probation officer as directed, pay minimum of $100 restitution per month, complete cognitive skill training as directed by agent, enter residential treatment within 15 days of release from jail and successfully complete and follow all aftercare recommendations, no alcohol/controlled substance use with the exception of prescribed medications, random testing per request of law enforcement or probation, attend MADD impact panel, obtain permission from agent before leaving the state, follow all state and federal criminal laws, contact probation agent within 72 hours if charged with a new crime; are in contact with law enforcement; if changes address, employment, or telephone number, cooperate with search of person, residence, vehicle, workplace, property, etc. by probation officer, give a DNA sample when directed, sign releases of information as directed, don’t use/possess firearms, ammunition, or explosives. Also convicted of fourth-degree assault of a peace officer; sentenced to jail 364 days, stayed 299 days for two years, credit for time served 65 days, two years supervised probation, contact probation officer as directed, complete cognitive skill training as directed by agent, enter residential treatment within 15 days of release from jail and successfully complete and follow all aftercare recommendations, no alcohol/controlled substance use with the exception of prescribed medications, random testing per request of law enforcement or probation, attend MADD impact panel, obtain permission from agent before leaving the state, follow all state and federal criminal laws, contact probation agent within 72 hours if charged with a new crime; are in contact with law enforcement; if changes address, employment, or telephone number, cooperate with search of person, residence, vehicle, workplace, property, etc. by probation officer, sign releases of information as directed. One additional felony charge of obstruct legal process-interfere with peace officer, and two misdemeanor charges of fourth-degree damage to property-intentional damage-other circumstances, and driving after cancellation, were all dismissed.

Sebastian L. Green, 23, of Winnebago was convicted of fourth-degree driving while impaired; fined $485, sentenced to jail 90 days, stayed three days for one year, credit for time served three days, one year supervised probation, contact probation officer as directed, no alcohol/controlled substance use with the exception of prescribed medications including THC, random testing, attend MADD impact panel, attend one Alcoholics Anonymous meeting per week and provide verification to agent, participate in the screening for Peer Recovery Support Specialist and work on an individual basis with them for at least a month to determine if they could be a long-term support, complete cognitive skill training as directed by agent, follow all state and federal criminal laws, contact probation agent within 72 hours if charged with a new crime; are in contact with law enforcement; if changes address, employment, or telephone number, cooperate with search of person, residence, vehicle, workplace, property, etc. by probation officer, sign releases of information as directed. Additional charges of third-degree driving while impaired-one aggravating, and driving after suspension, were both dismissed.

Jeong Min Kim, 56, of Cheney, Wash. had a charge of speeding continued for dismissal; fined $155, six months unsupervised monitoring without conviction, six months no same or similar.

Thomas J. Murphy, 53, of Minnesota Lake was convicted of no Minnesota registration; fined $185. Additional charge of no proof of motor vehicle insurance was dismissed.

Beth A. Celander, 42, of Granada was convicted of speeding; fined $360. Additional charge of fail to yield to emergency vehicle was dismissed.
