Helen Card, 74, of Virginia Beach, Va.; Jeffrey P. Hugdahl Jr., 39, of Altoona, Wis.; each fined $145.

Improperly worn seat belt — Perry L. Stickling, 58, of Luverne; fined $110.

Illegal U-turn on controlled access highway — Leo L. Zaczkowski, 78, of Detroit Lakes; fined $135.

No or inoperative breakaway brakes — Kate E. Rice, 41, of Safety Harbor, Fla.; fined $185.

Rosalva Cruz, 28, of Wells was convicted of failure of driver to carry proof of insurance when operating a vehicle; fined $285. Also convicted of speeding; fined $60.

Preston R. Jacobsen, 20, of Austin was convicted of operate motor vehicle while under the influence of alcohol; fined $610, sentenced to jail 90 days, stayed 90 days for one year, one year supervised probation, complete chemical assessment/evaluation and follow all recommendations, attend MADD impact panel, no mood-altering chemicals, random testing, follow all state and federal criminal laws, contact probation agent within 72 hours if charged with a new crime; are in contact with law enforcement; if change address, employment, or telephone number, cooperate with search of person, residence, vehicle, workplace, property, etc. by probation officer, sign releases of information as directed.

Jason T. Skamra, 19, of Hebron, Ill., was convicted of CMV violation-no breakaway braking system for trailers; fined $185. Additional charges of CMV violation-driver has no record of duty status (log book) in possession, and CMV violation-operate CMV without CDL that meets standard of state or jurisdiction of domicile were both dismissed.

Matthew K. Mixson, 36, of Fairmont was convicted of reckless driving-drives consciously disregarding a substantial or unjustifiable risk; fined $385. Also had a charge of possession of marijuana in a motor vehicle continued for dismissal; fined $100, no same or similar. Additional charge of possession of drug paraphernalia-use prohibited was dismissed.
