Hands free law-engage in cellular phone or video call — Steven L. Winters, 57, of Ocheyedan, Iowa; fined $135.

Kevin S. Ward, 33, of Minneapolis was convicted of operate motor vehicle under the influence of a controlled substance; fined $610, sentenced to jail 90 days, stayed 89 days for one year, credit for time served one day, one year supervised probation, follow all recommendations of the chemical dependency assessment, attend MADD impact panel, no alcohol/controlled substance use with the exception of prescribed medications, random testing, sign releases of information as directed. Additional charge of possession of small amount of marijuana in motor vehicle was dismissed.

Allison A. Mastin, 37, of Blue Earth was convicted of disorderly conduct-brawling or fighting; fined $185, sentenced to jail two days, credit for time served two days.

Carly M. Passante, 24, of Blue Earth received a stay of adjudication on a charge of disorderly conduct-offensive/abusive/boisterous/noisy/obscene; fined $100, six months unsupervised probation, no same or similar for six months.

Phillip R. Elwood, 45, of St. Paul received a stay of adjudication on a charge of no insurance-owner violation; fined $275, six months probation to the court, no same or similar for six months. Also convicted of failure to drive with due care; fined $135.

Pablo A. Morales Jaimes, 28, of Garnavillo, Iowa; fined $285.

Window tint violation-less than 50 percent light transmittance — Jerica J. Anderson, 22, of Rochester; fined $135.

Blake L. Bangsund, 33, of Fairmont was convicted of domestic assault-subsequent violation; sentenced to jail 252 days, credit for time served 252 days. Two separate felony charges of domestic assault were both dismissed.
