Martin County handles business

FAIRMONT — Martin County Commissioners on Tuesday took care of a number of housekeeping items. The board approved the hiring of Heide Schutt as interim Assistant Library Director to fill a vacancy at the Martin County Library. The hiring is effective immediately while the county goes through a formal hiring process.

“We did list the position but right now recruiting is difficult,” said Library Director Jenny Trushenski. “We didn’t receive a lot of applications, and there wasn’t an application from a qualified candidate. So we would like to have Heide be the interim assistant library director, and give it a couple of months and see where our needs are for hiring.

“The most important thing is to have that second-in-command person so people know who to ask questions of when I’m not here.”

In other news, the board heard an update from County Engineer Kevin Peyman. After approving the purchase of a 2021 budgeted Survey Base Station in the amount of $66,672, Commissioners asked Peyman if crack-filling had begun for the year.

“We’ve been starting that this time of year,” Peyman said. “We are doing that today and have been doing that whenever we get nice days, and the way the forecast looks I’m guessing we’ll be doing quite a bit of crack filling.

“Crack filling is the one job where you get a small window. You want to get it when the cracks are the widest open, and that usually happens in the spring when things first start to warm up. Once we get to this time of year where that starts to happen, we kind of dedicate most of the time we have to getting those cracks before they close back up again.”

The board also approved the purchase of an electronic signature service. MIS Director Steve McDonald explained the need for the service.

“It was brought up a while back to look for something for the departments to use so they could sign documents electronically,” he said. “I went out and took a look at a couple of options.” After a Technology committee meeting McDonald recommended the purchase of an Adobe Sign Electronic Signature Solution, which is a cloud-based e-signature service that lets people to send, sign, track and manage signature processes on any device.

In other action, the board:

— Approved a motion to sign a conflict waiver related to legislative representation from Larkin Hoffman. The County recently engaged Larkin Hoffman for legislative representation for the county’s Capitol bonding request for the Martin County Justice Center.

— Approved a motion authorizing recommended grant awards to several area small businesses to be expended from the County Relief Grant Fund Program received from the State of Minnesota. The county received an allocation of state funds in the amount of $389,816, less allowed in grant administrative fees of $9,507, for a remaining amount of $380,308 for grants disbursements.
