Welcome housing development bonds approved

WELCOME — The city of Welcome has moved forward on financing for new housing being built in the northwest corner of the city.

The City Council and Economic Development Association met Thursday. Resolutions were approved for the terms of the general obligation housing development bonds, and awarding the sale and providing payment and security for $1.5 million in housing development revenue bonds.

The council discussed the 2021 preliminary budget to be certified this month. A final budget will be approved in December.

The budget includes an 8 percent levy increase.

The council approved resolutions for an increase in debt service levies, the proposed tax levy collected in 2021 and ordering preparation of proposed assessments of 20%.

A truth-in-taxation meeting has been scheduled for the Dec. 1 council meeting.

The council heard a presentation from Lee Martin of Meter Tech Systems of Burnsville concerning new cellular meter software.

With the system, the city clerk would be able to read meters from City Hall, and leaks would be evident. Residents would be able to read their meters and check for leaks and water temperature.

The city could keep the present meters until they wear out and slowly replace them.

In other business, the council:

–Discussed federal COVID relief funds. A letter will be sent to Welcome businesses explaining the application process for assistance. A local decision on use of the funds is expected by Nov. 15.

–City staff noted that the tornado siren is not working properly. Staff will work to address the issue.

–Instructed the mayor to drive around town and make a list of the properties that are dilapidated and should be condemned as hazardous. He will bring the list to the next meeting.

–Learned the next council meeting will be 6 p.m. Oct. 6 at City Hall.
