Welcome weighs virus relief plans

WELCOME – Welcome City Council this week discussed how to utilize federal COVID-19 relief funds. The city has received $48,745.

The Welcome Legion and Korte’s were mentioned as two businesses that have been affected by the pandemic and shutdown.

The city clerk noted that most cities have given funds to local economic development authorities. Others have invested in fire department equipment needed to comply with COVID-19 protocols. The city itself has faced some expenses to comply with the protocols.

In the end, the council tabled any decision on what to do with the money.

In other business, Shannon Sweeney from David Drown Associates explained the resolutions passed by the council authorizing the Economic Development Authority to issue up to $1.5 million in housing development revenue bonds, which will finance two four-plex rental units. A public hearing on the matter has been scheduled for 6 p.m. Sept. 1 at City Hall.

In other action, the council:

o Heard from a resident who asked about high corn at the corner of Mill and Cleveland streets. The resident believes it is a traffic hazard. But city officials say the corner is not an intersection and only a right turn is made. They say that if everyone stays on the correct side of the road there is no hazard.

o Discussed a suggestion for an ordinance for farming inside city limits. Council members noted there is an existing ordinance about farming in the city that excludes livestock and also permits nurseries and greenhouses. Conditional use permits for livestock, kennels and stables are covered by the ordinance. There are about four places in the city-zoned residential area that are being farmed. No new ordinance was proposed.

o Accepted with gratitude a donation for the city parks from the Geri Erickson family.

o Received a reminder that filing for candidacy for city offices is due by 5 p.m. Tuesday at City Hall. Positions up for election this year are a two-year term for mayor and two four-year council seats.

o Received a reminder that a fire department/township meeting will be held 6 p.m. Aug. 17 at the Welcome Fire Hall.
