When the plant was switched to Natural gas, why weren't "gas turbine" generators installed?

I would guess it is cheaper to build a complete new plant w/ new gas turbines than to retrofit? Too bad the article does not state that. Either the reporter failed to ask the right questions, or Alliant Energy does not to tell us their future plans.

Gas turbine generators would be much more expensive than just upgrading the boiler system to natural gas. It is just a matter of changing the burners from being able to burn coal to being able to burn natural gas. Still being able to use the steam generators that are existing.
