I'm not clear whether these SPFD supervisors colluded to create overtime which they then worked. Was there sufficient supervisory staff on the department to cover all commitments on straight time?

If so, an investigation is called for to determine if criminal charges or a civil action to recover the funds is in order. Otherwise, if the overtime was needed to meet minimum staffing levels or other legitimate department requirements, I think it only fair that the pay received be included in their pension computations. Whether they pulled overtime voluntarily or were ordered is really immaterial.
