What needs to happen is legislation requiring anyone who sells scrap to these scrap iron facilities to have a permit to do so, complete with background check prior to getting a permit. Scrap iron dealers have simply become fences for stolen metals, and nothing is being done about it. Isn't possession of stolen property a crime? Or is this only enforced on certain people?

How many days do we need to wait for the permit? Three, five? Does one need to take a class given by a recycler to know what scrap metal looks like?
Why can't we just pass a law that everyone will obey?

OK, I know a good law...let's make it a crime to buy stolen stuff. Oh wait, we already have that law. Or we could make meth illegal so the perps won't be stealing the pipes from our buildings for money. Oh wait, we already have that law. Guess we could just keep doing what we're doing.
