Whether the FDA rules are good or bad is certainly subject to debate. Less debatable is that "rules, laws won't stop bad actors." After all, murder and theft have been illegal since at least the Hebrew Exodus, and are still going on!
This idea that a rule, a law, a regulation - policy, SOP, whatever you choose to call it - is no good unless it is 100% effective 100% of the time doesn't even pass the test of common sense. It's right up there with saying that one typo on this site or in the paper means there is no point in printing the "Sentinel". Or none is there is so much as one instance of sloppy thinking in an editorial.
