Blue Earth man, 26, facing felony charge

FAIRMONT — A Blue Earth man is facing a felony charge in Martin County.

Dustin Michael Feltman, 26, has been charged with a felony Domestic Abuse No Contact Order violation, which carries a maximum penalty of five years in prison and a $10,000 fine.

According to the complaint:

On Nov. 11, a Martin County Sheriff’s deputy was approached by a Fairmont police officer regarding a Domestic Abuse No Contact order violation that occurred in the Martin County Jail through the recorded phone system. The officer said he knew a particular woman from prior contact and he recognized her voice on a recorded phone call. The call was placed by Feltman, who is currently being held in the jail for a pending felony charge and probation violations.

The officer provided a document to the deputy listing 37 phone calls from the jail to the listed phone number from Oct. 22 through Nov. 12. A record check revealed there are currently two DANCOs in place prohibiting Feltman from contacting the woman. A DANCO issued on April 23 contains an exception for communication by phone, text or email, limited to exchanging information about a family member. The second DANCO issued on Oct. 23 prohibits all contact with the woman, with no exceptions.

The deputy reviewed the phone calls and identified 16 separate calls from Feltman to the woman that occurred after Oct. 23. There were nine conversations between them that lasted more than four minutes and included conversations about each other and a pending court case.

The deputy interviewed Feltman and advised him of his rights, and Feltman agreed to answer questions. Feltman admitted to calling the woman. The deputy called the number to speak to the woman, but a relative of the woman answered the phone, stating she was at work.

The relative said that the only person who had access to the phone was herself, her husband and the woman.

The relative first said that Feltman does not call that number but then admitted tat he has called, but only to talk about a family member.
