Ceylon plans to assess building

CEYLON — Ceylon City Council this week discussed the repair of the building housing the fitness center and the museum.

Wayne Walter removed the parapet and put tin on the back of the building. He suggested the council hire an inspector or engineer to assess the deterioration or valuable parts of the roof and walls, and then offer recommendations for the best ways to repair and improve the building.

Walter explained that he found the cement cap to be crumbling while the back wall had red clay blocks falling. He said moisture probably had added to the need for repair.

The council thanked Walter for his work patching the building so far. The council asked the city clerk to contact a building inspector.

Turning to another matter, the council discussed the 2019 budget and approved a 2.43 percent increase in property taxes. Budget cuts were discussed, with officials agreeing they made all the cuts they could. Large repair bills for the water tower and the water lines, among others, were cited as reason for the need to raise taxes.

In other business, the council:

o Approved a donation from the Ceylon Festival Committee of two benches to be put in the park.

o Approved a building permit for Fred Schmidtke.

o Approved mowing assessments of $50 per lot that the city had to mow.

o Heard a report that the outdoor movie in October went well. Councilman John Gibeau thanked those who helped with the event.

o Approved a lighting contest for the Christmas season. More information will be coming.

o Heard a report about noxious weed control, which cost $1,000 for 10 miles of weed control.

o Learned the next council meeting will be 6 p.m. Dec. 11 at City Hall.
